Alaska vs Chicago

I just did some research via wikipedia and discovered the following:
Alaska National Guard - 3800 soldiers
Alaska State Troopers - 240 officers
Chicago Police Department - 13,600 officers
I guess this makes sense since the City of Chicago has nearly 5 times as many people in it as the entire state of Alaska. Does this mean that Mayor Daley would have been a good candidate for vice president? He even has foreign policy experience since he visited both China and Rio de Janeiro in his quest to host the 2016 Olympics.
Edit: Barack Obama's state senate district population: 781,037. Alaska: 683,478. Barack Obama's campaign staff: 2000 paid, approx. 2 million volunteers. Alaska state employees: 15000.

One state employee in every 45 people seems like a lot of state employees, doesn't it? Is that a typical ratio?
Or in other words, what are they doing up there anyway?

Mayor Daley has a checked history of thorough involvement in Chicago's well-known and corrupt "political machine" (as was his father). Works well in Chicago, not so well on the national stage. (Witness what it is happening to Palin and her relatively tame corruption/pork ties.)
